Shawn Leisinger was a candidate for Topeka city council, District 1. He lost to Karen Hiller.

On his campaign website, Leisinger offers an overview of his plan if elected:
- Support and work for economic development that includes expansion of local businesses and attracting new businesses with good paying career jobs into our community which in turn allows for:
- 1. Broadening the tax base through economic development as a feasible way to raise funds for infrastructure and also control our City tax obligations, and
- 2. Helping our seniors to be able to afford to stay in their homes through intelligent spending that controls the tax burden and encourages business expansion.
- Support development of entertainment, arts and activities in downtown Topeka and the surrounding areas to help encourage our young citizens to stay in Topeka.
- Create more efficient government by reviewing all spending and seeking to develop programs that encourage city workers to save money and work smarter with the resources we have available to run our government.
- Focus spending on the things that really matter to our citizens – safety, security and streets.[1]

He has received endorsements from David Brown (whose names is still on the ballot), along with former District 1 candidates Tim Lloyd, Toni Wash, and Jamie Eldringhoff. The four signed a statement saying “We believe that Shawn truly intends to provide a voice to all of the citizens in our part of Topeka, and to represent the best interests of all Topekans if he is elected. We hereby encourage our supporters to support Shawn with both their help and most importantly their vote on April 7, 2009.”[2]
Leisinger came in second in the primary with 231 votes, following leader Karen Hiller.
