"Chalfont officials followed precedent and recorded the Jan. 13 council meeting, even though new Right-to-Know regulations made them nervous.

The borough manager followed precedent later that month when she rejected Councilman Mitch Meyerson's official request for a copy of that recording.

But a decision from Harrisburg last week is setting a different standard.

Recordings of local government meetings are public record, the state Office of Open Records said in an advisory opinion. That includes tapes only intended to help the staff transcribe meeting minutes, such as Chalfont's."
