It'd help if Alabama and all the states had links to their municipal incorporation laws. They differ and you can end up with oddities in state law knocking good sized municipalities to the back of the line for openness review. For Alabama, governing law is Section 11-40-6 and mandates that municipalities above 2000 are cities while those below 2000 are towns. TMLutas 16:11, 18 July 2009 (CDT)
