Virginia Senate Bill 936 (2009) provides "for the Virginia Enterprise Applications Program (VEAP) within the Office of the Secretary of Technology to create and maintain a searchable database website containing information on state revenues, appropriations, and expenditures."[1]

The bill was introduced by State Senator Ken Cuccinelli.

If passed in its current form, the legislation would mandate:

  • that the Director of the Virginia Enterprise Applications Program launch a pilot searchable transparency database by no later than July 1, 2010.
  • that in July 2011, the searchable database website will be updated with data from fiscal years that ended prior to July 1, 2009,
  • that the database will be updated with new financial information no more than sixty days after each fiscal year subsequent to July 2011

The website will be made user-friendly so as to have the public participate as much as possible. It will also provide comprehensive information on statewide-spending patterns.
