House Bill 2342, introduced by Rep. Mark Miloscia (D-Federal Way), was first read on February 22, 2007. It requires the creation of a website detailing state budget information. It was reintroduced by resolution on January 14, 2008.[1]

[edit] Website setup

The bill requires the office of financial management to create and operate the website. All state agencies are required to participate and cooperate with the purpose of making all of the information available on one site.

Each facet of the budget requires different information to be provided on the site.

  • For actual expenditures - expenditures by fund, by sub-object, and by month at program level of detail
  • Planned expenditures - allotments by fund, by object, and by month at the agency level
  • Performance and financial audits - copies of each audit after January 1, 2006, indexed by agency
  • Contracts filed with or approved by office of financial management - contractors name, type of contract, statement of work, agency, amounts, time period of contract, any amendment and other information
  • Performance and workload measures - actual and budgeted measures indexed by measure, time period and agency
  • Historical financial information - summary explanation of how historical expenditures may differ from actual expenditures
  • Budget information - copies of governor's request documents, copies of budget proposals adopted by either chamber, and legislative budget notes reflecting the actual budget

The bill sets out details for the search capacities for the site. Searchers must be able to:

  • Aggregate data to the highest level and view data at the lowest level of detail
  • Compare total expenditures to allotments at the state level
  • Compare total expenditures to allotments by month for each fund, for each object of expenditure, and for each agency
