Washington state open records law doesn't apply to state legislators.

E-mails and other correspondence of city councils, county councils, mayors and other elected officials are presumed open to public disclosure but state lawmakers don't have to reveal all their e-mail correspondence and other internal communications. The Washington State Sunshine Committee is examining whether legislators should be exempted from state open records law.[1]
