"What’s the difference between casting a vote in a public election and signing a petition to request an election? Ask most legal authorities, and they will tell you the two are as different as voting in an election and registering to vote: one is conducted on a secret ballot and the other is a matter of public record.
That distinction has caused yet another wrinkle of delay in implementing a new set of ordinances to guide subdivisions, zoning, and planning in Jefferson County. It’s also created a controversy that is exposing a rift among the county’s elected officials and confusion between the county and the West Virginia Secretary of State’s office."
