Ethics or the State Ethics Commission have been established in states to foster integrity in government and promote public trust. The term "Ethics" in this context describes a specific documented code of conduct that defines the scope of what is considered appropriate versus inappropriate behaviors. It also establishes the nature of obligations owed to individuals and to society.
