Kansas Taxpayer Transparency Act (2008)

The Kansas Taxpayer Transparency Act was originally passed in 2007 as HB 2457, which created a website, KanView, allowing the public to search state revenue and expenditures. Originally passed as an attachment to the budget, the legislation was re-passed in 2008 as HB 2730, sponsored by Kasha Kelly. Signed into law by Governor Kathleen Sebelius on April 22, 2008, the Act will need to be reauthorized in 2013.

KanView was launched on March 1, 2008. The legislation held that the site must be a searchable database, available to the public at no cost, where they can search and display data on revenues and expenditures of the state.

The site was set up to include four areas of information:
1. Annual Expenditures -
- including payments by any state agency
- bond debt payment
- salaries and wages
- contract services information
- commodities
- capital outlay
- debt service
- aid to local governments
- other assistance and benefits
- capital improvements
2. Annual Revenue -
- including receipts and deposits of any state agency
- taxes
- agency earnings
- revenue for use of money and property
- gifts, donations, and federal grants
- other revenue information
- non-revenue receipts
3. Annual Bonded Indebtedness
4. Any other Relevant information
Financial data is to date from fiscal year 2002 to the most recent, with data remaining online for at least 10 years. Data that is available on the central accounting system must be on the site within 45 days after the end of the fiscal year.
Anything considered confidential by state or federal law will not be disclosed on the site.
HB 2457 also established the Public Finance Transparency Board to assist the Secretary of Administration with the site.
