Louisiana House Bill 266 (2007)

House Bill 266 requires disclosure of detailed information on spending earmarks, which would then be posted online. Sponsored by State Reps. Steve Scalise (R-Metairie) and Dan W. Morrish (R-Jennings), the bill did not pass the senate but passed the house as house resolution.

Earmark Transparency

The bill requires that any amendment considered to the General Appropriations Bill that proposes to fund an entity that is neither a budget unit or political subdivision of the state be required to submit detailed information. This is to be filed in a form known as the "General Appropriations Bill supplemental information form."

Information disclosure

The form is to include the following information:

  1. Recipient entity's corporate or legal name and address
  2. Type of entity, if a corporation must include the names of the incorporators
  3. Taxpayer identification number
  4. Proposed sponsor of the amendment
  5. Governing board and officers of
  6. Dollar amount proposed
  7. Purpose for use of state money
  8. The proposed detailed budget and list of employees, if any
  9. Goals and objectives for achievement
  10. Expected duration of project
  11. Certain information if an elected official or member of their immediate family holds any status with the recipient entity or has a contract with the entity

The secretary of the Senate and Clerk of the House are to jointly create the form for submitting the information. Once submitted, the information will be posted online.
